a non-team user reviewed administrators translation?

Hi

I'm UbuntuBasqueTranslators' administrator, and I'm a bit confused.

how can it be that a normal user (he's not even in the team) has reviewed
one of my translations?

he also has made some other translations. O_o

maybe, people's permissions were not changed when the team was created and
assigned as the official translation group?
