We're sorry that this timeout problem has been frustrating your work. 
You're not the only one: Launchpad has been experiencing many more 
timeouts than normal over the past couple of days. Launchpad developers 
are working hard on identifying the cause of the timeouts.

In the meantime, you can avoid this particular timeout when reporting 
bugs by clicking the link for the "complicated bug filing form" and 
reporting your bug there instead. (Don't worry, it's not really 
complicated.)
