And how, pray tell, should Joe Common User know whether his bug is due
to Ubuntu integration?

It's the job of the package maintainer(s) to filter+aggregate bugs to
Upstream. That's why Ubuntu is a distribution and not just a heap of
random packages.

WRT translations: We know that inegrating Gnome/KDE Upstream is a royal
PITA, but distribution-specific changes are a fact of life. Some
Upstream translations are incomplete or just plain wrong, Gnome and KDE
have different terminology and some upstream authors don't adhere to the
projects' rules anyway, ...
