I'd argue that making it a guideline still makes it hard not to stick to
the guideline. Certainly any active contributor would be expected to
stick to them.
I think the status quo is actually too far that way. Peer pressure makes
people use real names to seem credible. I'd be a lot happier if
nicknames were the default.
Launchpad also got my real name when I signed up with ShipIT. I didn't
think I'd be using the same details later to do eg bug triage.

I don't generally do a lot of work using public email lists. I know
there is a culture in FLOSS of using email above all but I prefer other
communication methods such as forums, wikis etc.
