Topic for PPA 101

Hi, I tried to add this to the launcpad wiki page, but I do not have 
sufficient permissions. 

A package I use (tikiwiki) has been orphaned on Debian and removed from 
unstable.  An email exchange with the current Ubuntu maintainer has indicated 
that it will be removed from Ubuntu as well.  I would like to adopt the 
package.  

Can I use PPA for this?

Do I have to start getting the package into Debian again, or can I just 
package for ubuntu?

What guidelines apply to my situation?
