(fwd) problems with file download facility

When I try to download tar.gz from this resource
https://launchpad.net/bzr/0.91/0.91rc2/+download/bzr-0.91rc2.tar.gz
I have error message from my download agent about certificate.
I need to confirm certificate manually and then it downloaded well.

Why for it uses https://?
