stable/16.04 branches created

Hi All

I've just cut the stable/16.04 branches across all 26 charm git
repositories.

This will form the basis for the charm release today.

Any new fixes will need to land into master first, and then be
cherry-picked back to stable/16.04.

Once we have re-synced the bzr branches from this new stable branch, I'll
be pushing up a change for all repositories to switch gitreview/amulet and
charm-helpers for the move to stable.
