Upload faqguide on Rosetta

We've had problems with the import queue, as some files with
non-standard data were triggering some corner case bugs in the rosetta
code. Have you checked your file with msgfmt -cv yourfile.po for errors?

Carlos, is anything currently wrong with the queue?

That should be provided by the Ubuntu doc team. Matthew?

The Debian/Ubuntu installer is a set of small modules, each having its
own translation. The Debian guys have a framework that permits
translating everything using just one file.

As Launchpad knows about the debian-installer project in
https://launchpad.net/products/debian-installer we might be able to just
provide the global template there, if Colin also works like this for d-i
in Ubuntu.

Colin, how should we handle translations of d-i in Rosetta? Should we
make the "all in one" po the official and deprecate the small files in
each udeb? How have you handled this for the first two releases?
