We modified the gadget.yaml as follows:

    schema: mbr

      - name: Bootstrap

        content:
          - image: bootloader.bin
            offset: 512

        filesystem: vfat
        filesystem-label: system-boot
        offset: 8388608
        size: 128M
        content:

it works.
