Is "Develop" a good term for Ubuntu-based distro?

Relating to the Wittgenstienian sense, your evaluator seems to play a
language game different from yours.  At best, he seems to imply that
you should be able to work on this project on your own, without the
intervention/help of outsiders (which in this case are the people
_not_ working on your project.)  In his sense, to `develop' something
would be to produce something that is entirely original and not
relying on any previous technology.

You have a right to use whatever word you want.  Its guaranteed in the
Bill of Rights of the Philippine Constitution. :P

My impression about your evaluator is this: he's trying to push you
off your feet by challenging you to produce something useful and
original.  Be on your guard.
