Is "Develop" a good term for Ubuntu-based distro?

I sure hope Mr Juliano knows assembly language, else he's going to fail, 
even then he'd be pushing his luck.

IMHO, to create a wholly new work not derived from existing work is not 
possible, everything else is "developing". From the OED:

develop: verb

make or become bigger or fuller or more elaborate or systematic
bring or come to an active or visible state or to maturity

and in particular

convert (land) to a new purpose so as to use its resources more fully
in music, elaborate (a theme) by modification of the melody, ... etc

by simile, you would develop, by modification of Ubuntu, a Linux distro 
suitable for a new purpose.
