Will install CD and Live CD be merged in the future?

No. Originally, the reason we didn't want to put "Ubuntu Linux" at the
forefront of our naming was that it would bring up the debate about
whether it should be called "Linux" and "GNU/Linux", and we didn't want
to be distracted by that.

Your phrasing seems to indicate that you regard the terms "Linux" and
"GNU/Linux" as equivalent, but many do not.
