Question: kde-l10n-ug

In reviewing kde-l10n-ug I noticed:

* there is no Launchpad bug in the changelog. As this is a new package
and we are past FeatureFreeze, there needs to be an exception. Is there
a bug on this?
* This is a source format v3 (quilt) package, and there is a large
autogenerated patch in debian/patches/debian-changes-4:4.7.0-0ubuntu1.
As I am not familiar with the KDE translations packaging, is this
intended or did something go wrong?
