Technically it is a bug fix for incomplete/wrong translations coming
from not having uploaded the 4.7.0 translations along with 4.7.0.
Meanwhile Scott Kittermann seems to have accepted all uploads, so we
should be good :)

On an educational note....
This is indeed very intentional. Essentially kde-l10n-* does by
default not provide all translations necessary for the Ubuntu l10n
process, in particular the translations of desktop files are not
included (as they are already shipped inside the upstream desktop
files - as per desktop entry specification), so all kde-l10n packages
fetch various files from upstream VCS and ship them in their
debian-changes patch (also translations of applications that are VCS
snapshots and thus not part of kde-l10n-* btw).
More information should be available in the branch from which all
kde-l10n packages are generated:
