Yesterday's change, https://code.launchpad.net/~brian-murray/ubuntu-archive-tools/p-u-unicode-traceback/+merge/296585, didn't actually fix anything.  Upon close inspection utils.parseaddr returns a string so we don't need to handle signer_name as unicode.
