[Bug 1656603] [NEW] please remove csync-owncloud from Ubuntu

OwnCloud's csync is now maintained as part of the owncloud-client
source, and they haven't released a separate csync source for years now.
No reverse dependencies, and it actually fails to build from source at
the moment due to an incompatibility with the new Samba library.
