[Bug 1656604] [NEW] please remove dcbd from Ubuntu

dcbd has been superseded by lldpad, which is also packaged in Ubuntu:

As you can see in Bug 1581900, for example, there are file conflicts
between the two packages. dcbd is no longer developed. No reverse
dependencies.
