fails to build).

This will allow completion of the rust-quick-xml transition as seen at
https://ubuntu-archive-team.ubuntu.com/proposed-migration/update_output.txt
rust-rio will need a new upload to build with the new rust-quick-xml
version so it can sync to Ubuntu when that is done in Debian. rust-rio
was explicitly removed from Debian Testing for this transition (see the
linked Debian bug).
