[Bug 120936] backport of phpbb 2.0.22

Public bug reported:

phpBB 2.0.22 should be backported from gutsy to include the bug/security
fixes that the phpbb group has released, the version number should also
be changed to .22 so phpbb's update system can function properly.

The current feisty phpbb2 package is 2.0.21-6
