I do not agree,

Belgium related doc directly on Ubuntu-be.org means
 - ubuntu-be resources allocated to administration of a wiki (or any
suitable CMS).
 - less visibility of the documentation themself (ubuntu-be.org has
probably a lower ranking in search engines).
 - scattered documentation for the end-users. They have to know about
ubuntu-be.org (or find it) to find our documentation.
 - less visibility for ubuntu-be, because only people already knowing
us will read our documentation.

On the other side, Belgium related documentation on language
communitis website means
 - no resources consumption for a wiki administration (language
communities are doing a great job)
 - more visibility, ubuntu-fr.org seems to be liked by Google, as is
help.ubuntu.com and probably ubuntu-nl.org
 - centralized documentation for the end user, everything is
accessible at the same place.
 - more visibility for ubuntu-be through (legitimate and honest ),
people finding Belgium-related documentation will learn about us
through them.

Also, english documentation is not needed for most Belgian ubunteros,
but it can help
 - translations, for instance I'm not able to understand and translate
a nl or de documentation but I can do it from English.
 - non Belgian ubunteros living in Belgium and not fluent in one of
our languages.
