It was not DES, but actually every strong cyptorgraphic software, including 
PGP, etc.
Most Free Software with cryptography had export version and/or where made 
outside the US.

GPG got exported by *printing* the source code (the law didn't regulate paper 
form computer programs) and retyping it.
Kerberos had an implementation developped in scandinavia (Sweden I think) 
alternative to the one coming from MIT.
