It depends what you mean when you say the "Canadian Ubuntu repository
server".  There are actually several Canadian Ubuntu mirrors [1],
although until recently there was only one, the mirror at the Computer
Science Club (CSC) of the University of Waterloo, which is still the
one you get when you go to http://ca.archive.ubuntu.com/.  It is the
mirror that I've found is usually selected for you when you say you're
from Canada during the installation.

The CSC mirror is down from what I can tell.  I suggest you configure
Synaptic to use a different mirror by going to Settings ->
Repositories and selecting "Other..." in the "Download from:" dropdown
list.  I've never had a problem with ubuntu.mirror.rafal.ca; you might
wish to use that one.

I know the administrators of the CSC mirror so I will notify them
about the issue shortly.
