Domain name stuff?

I'm asking this kind of question here because I don't know how to find this information out and I need assistance. I simply don't have the time to do this kind of research.

I was led to believe that I could register my own name (which I own) to get some kind of domain name attached to a website being hosted on a computer I own and whose connection I pay for..

Now I discover it is not true because the domain name gets taken away after a frightfully short time - and this is very frustrating. I'm tempted to believe that domain names and such are a scam just to get people's hard-earned money.

I don't know who or how to research this kind of stuff in any reasonable time, I simply have too much to do.
