Yes, wxFormBuilder is pretty mature now. My guess as to why it isn't in
the universe has probably to do with either no one having got around to
it, or the source tree just not quite "debianized" properly yet to be
submitted.

Run this line to get the public key for wxFormBuilder's repository:

$ wget -q http://lgp203.free.fr/public.key -O- | sudo apt-key add -

And here is the repository:
