lost USB and window borders

Hi folks, I have two curious(to me) problems, possibly related.  I've
just recently lost all access to any USB devices through Ubuntu (7)
these same devices work fine when I reboot into Windows.  Also I no
longer have any titlebars or window borders on any window regardless of
the application.  A friend said I should run METACITY from the command
line but it didn't make any changes that I could see.
 
Any ideas?
