In that particular case, it's a group that mostly uses Linux, but are
part of a larger organization that is mostly Windows-centic and MS
Office heavy. OpenOffice is not good enough for the type of documents
they share back and forth. So MS Office under Crossover is a very
usable option for them.

for most people, yes. But for years I I built my own desktop PC at
home, and it didn't come with a Windows CD and that sticker. For that
type of user, VirtualBox is a good option, but expensive one since you
have to go get a retail copy of the full-version of Windows to get it
to work.
