Checking for "reboot required"

Hi all: How can I tell from the command line if a reboot is required 
after updates?

After a kernel update the Shutdown icon in the Gnome panel changes 
colour, and logging into a terminal shows the message "Reboot is 
required".  What is the file to read or command to run to get this info?
