Since Matthew East is the one with the best knowledge of generating
the PDFs, he will probably be the person best suited to look at this.
I hope that he can give you a fullfilling answer when he returns on
the 29th.

The documentation (which means all of the help guides) is included as
part of the default Ubuntu installation. You can access it from the
Ubuntu System menu under Help -> System Documentation. As Jordan says,
the Russian translations should work there as well.
Hopefully, if you can spread awareness of the guides that are included
with Ubuntu, you won't have copy and distribute the Ubuntu pdf files
so much.
