Licensing vs. Translation

Hi all,

It looks like the current set of Ubuntu documentation is covered by
the same license, namely Creative Commons ShareAlike 2.5 License
(CC-BY-SA). At the same time, different documents are linking to
completely different files presenting to the user the same "Credits
and License" content, take for example
http://doc.ubuntu.com/ubuntu/about-ubuntu/C/ln-id244045.html
and
http://doc.ubuntu.com/ubuntu/printing/C/ln-id279632.html
which (as I understand) leads to a different sets of lines to be
translated per document, when basically the same content included for
translation over and over again. Sometimes it looks ridiculous, take a
look at https://translations.launchpad.net/ubuntu/hardy/+source/ubuntu-docs/+pots/files-and-docs/ru/+translate?start=0
where out of 21 lines for translation half is related to "Credits and
License".

I think it would be nice to separate such "standard" content to make
translators life a bit easier (and to have unified content after
translation, which currently is not the case).
