Perhaps what is needed is a "Getting Started" guide. This seems to be 
the main goal of the Ubuntu Manual.

This would leave more comprehensive/detailed material for ubuntu-docs 
(which it already has).

"Ubuntu Manual" as term implies comprehensive coverage of Ubuntu that 
certainly overlaps with the goal of Ubuntu Docs/Ubuntu Help Center..

So there is room for clarification of projects here.

A Getting Started guide:
 * Could automatically display on first boot after install and have a 
pointer to the Ubuntu Help Center.
 * Could have an icon and/or menu item through which the user can 
revisit it.
 * Should use a source format that supports different localized delivery 
formats (if set up correctly ;): pdf, html, docbook.
 * Might also be published elsewhere.
