Yes, you basically need to get a copy of the ubuntu-docs bzr branch
for the relevant release and then follow the instructions set out
here:

In short, you need to edit the Makefile and change the value of LN for
your language code, and then run "make all" to build the documents.
You'll need the build-dependencies for ubuntu-docs installed (apt-get
build-dep ubuntu-docs).

Note that this doesn't include the installation-guide which is in a
separate branch - read the "install" target in the Makefile for a hint
about how to include the installation-guide.
