[ubuntu-in] 407 proxy authentication failure in Ubuntu software centre and IM even after applying systemwide proxy

Why export proxy to shell when using synaptic ?? export proxy to shell 
only when using the shell to wget/apt-get etc etc . Manually specify the 
proxy settings either in System Preferences and apply system wide or 
individually for synaptic and software center .
