I'd be extremely reluctant to nail it down any further than that; if you do, you wind up with people who start "rules lawyering" to the point where they're (barely) within the rules, but waved goodbye to the "respectful" spirit a while ago.
"I know off topic when I see it," while hard to codify, tends to be the only really "sane" way to approach these things.
