I could not confirm the bug when it was filed; in these months, the main
programmer left the project and let the domain expire.
Right now, there is a community-maintained version of OpenBVE at
http://www.openbve.org/; one of the other developers continues to
maintain the official version at
http://odakyufan.zxq.net/openbve/index.html. Work is in progress to
coordinate and continue development of the simulator.
It is not possible, unfortunately, to change the address in OpenBVE
settings; you'll have to download and run the new version manually, or
wait for a new package version to be released (I can speak with Paul
Sladen, the package maintainer, about that).

Status in “openbve” package in Ubuntu:
Confirmed
Bug description:
After upgrading to the precise version, when viewing the "Get Add-ons"
screen in the main menu, it says "Could not connect to server".
However tcpdump doesn't show any attempt to make any outgoing
connections that I can see.
