[ubuntu-mono] [Bug 1564663] [NEW] NuGet.exe cannot authenticate to private feeds

Public bug reported:

The bundled nuget.exe (2.8.5) works fine with the public nuget.org
package source. It fails to authenticate to private sources, giving an
error: WARNING: No access to the given key.

Some searching yielded a similar issue with the 4.0.0 installer on Mac:

By creating /etc/mono/registry and manually giving it permissions, I was
able to work around the issue. This seems like something the installer
should take care of, though.

You can get private feeds at MyGet, Visual Studio Team Services, and
other places.
