Looks like the processor is correct, but its the language pack source
generator that picks the wrong tarball:

$ dpkg -L language-pack-gnome-es-base | grep langpack-es
/usr/lib/firefox-addons/extensions/langpack-es-AR at firefox-3.0.ubuntu.com
...

_but_

$ tar tzf /tmp/out.trans4/es.tar.gz  | grep langpack-es
./usr/lib/firefox-addons/extensions/langpack-es-ES at firefox-3.0.ubuntu.com/
...


same for pt:


$ tar tzf /tmp/out.trans4/pt.tar.gz  | grep langpack-pt
./usr/lib/firefox-addons/extensions/langpack-pt-PT at firefox-3.0.ubuntu.com/

_but_

$ dpkg -L language-pack-gnome-pt-base | grep langpack-pt
/usr/lib/firefox-addons/extensions/langpack-pt-BR at firefox-3.0.ubuntu.com
