[Bug 209502] [NEW] Can't create folders in "Bookmark this page"

Public bug reported:

Binary package hint: firefox-3.0

The ability to create a new folder is no longer in the "Bookmark this
page"/"Page Bookmarked" dialog boxes.  While I understand that we can
now create tags, this does not alleviate the need for folders.   Please
restore this feature that has been in previous versions of Firefox.
