[Bug 1958863] [NEW] Neutron l3 agent keeps restarting (Xena)

Public bug reported:

Installing Openstack Xena following the official documentation for
Ubuntu 20.04 (https://docs.openstack.org/install-guide/environment-
packages-ubuntu.html) contains outdated init scripts for neutron, which
cause neutron l3 agent to fail on startup.

Installing neutron with the following commands :

add-apt-repository cloud-archive:xena
apt update
apt install -y neutron-server neutron-plugin-ml2 neutron-linuxbridge-agent neutron-l3-agent neutron-dhcp-agent neutron-metadata-agent

will reproduce the issue. (Neutron m3 agent will fail with an exception
of 'file not found /etc/neutron/fwaas_driver.ini'.).
