Francois, Thanks for reporting this and apologies for the regression.
We'll get this patched as soon as possible.

In the mean time you can edit /etc/init.d/neutron-l3-agent and drop
/etc/neutron/fwaas_driver.ini as a work-around.

Corey

Bug description:
Installing Openstack Xena following the official documentation for
  Ubuntu 20.04 (https://docs.openstack.org/install-guide/environment-
packages-ubuntu.html) contains outdated init scripts for neutron,
which cause neutron l3 agent to fail on startup.

Installing neutron with the following commands :

  add-apt-repository cloud-archive:xena
  apt update
  apt install -y neutron-server neutron-plugin-ml2 neutron-linuxbridge-agent neutron-l3-agent neutron-dhcp-agent neutron-metadata-agent

will reproduce the issue. (Neutron m3 agent will fail with an
exception of 'file not found /etc/neutron/fwaas_driver.ini'.).
