  trovestack image creation dont start containers

Status in openstack-trove package in Ubuntu:
  Invalid

Bug description:
  hi, im trying to create a image using trovestack as documentation say
  but its doesnt start the containers for db services:

  cmd used:

  - ./trovestack build-image ubuntu focal true ubuntu

  i change the root password for login so i can run some debug but dont
  encounter any error, docker is started and the files needed for trove
  are in the folder /etc/trove/conf.d:

  - guest_info.conf
  - trove-guestagent.conf

  i download the image from here and works:
  https://tarballs.opendev.org/openstack/trove/images/trove-zed-guest-ubuntu-focal.qcow2
