Horizon is depending on the 2 following MIRs:
- https://bugs.launchpad.net/ubuntu/+source/libsass-python/+bug/2095581
- https://bugs.launchpad.net/ubuntu/+source/libsass/+bug/2095582

I'm not sure how to make them progress further? libsass received the
security review.

  horizon is failing to migrate with the following excuse:

      Migration status for horizon (4:25.1.0-0ubuntu1 to 4:25.2.0+git2025030311.1252f1c09-0ubuntu1): BLOCKED: Rejected/violates migration policy/introduces a regression
      Issues preventing migration:
      python3-django-horizon/amd64 in main cannot depend on python3-libsass in universe
      Impossible Depends: horizon -> python3-libsass/0.23.0-0.1ubuntu1/amd64
      Additional info:
