I gently poked Seth on IRC just now to see if he would be willing to
follow up on this. In the meantime, I'll give it the benefit of the
doubt; it seems to be in the queue for review. :)

Title:
[p-m] cannot depend on python3-libsass in universe

Status in horizon package in Ubuntu:
  Confirmed

Bug description:
horizon is failing to migrate with the following excuse:

  horizon (4:25.1.0-0ubuntu1 to
  4:25.2.0+git2025030311.1252f1c09-0ubuntu1)

Migration status for horizon (4:25.1.0-0ubuntu1 to 4:25.2.0+git2025030311.1252f1c09-0ubuntu1): BLOCKED: Rejected/violates migration policy/introduces a regression
      Issues preventing migration:
python3-django-horizon/amd64 in main cannot depend on python3-libsass in universe
      Impossible Depends: horizon -> python3-libsass/0.23.0-0.1ubuntu1/amd64
      Additional info:
autopkgtest for manila-ui/1:12.0.0+git2025011511.76a7906-0ubuntu1: amd64: No test results, arm64: No test results, armhf: No test results, ppc64el: No test results, s390x: No test results
autopkgtest for mistral-dashboard/19.0.0-0ubuntu1: amd64: Pass, arm64: Pass, armhf: Pass, ppc64el: Pass, s390x: Pass
      18 days old

  Please either:
   - Adjust horizon to not depend on python3-libsass; or
   - Request a MIR for python3-libsass

  Thanks in advance!
