Single Server OpenStack - Keystone error (config-changed)

I’ve tried several attempts and resulted in the same error message each time. I’ve installed 14.04 LTS clean (3 different times). I’ve then proceeded to follow the instructions here:

Each time I’ve received an error in Keystone (always near the end of the process), which is:

(error) hook failed: "config-changed”

I’ve dug around a bit online but can’t seem to find anything. Id appreciate any help.
