Robert,
Mark shuttleworth addressed this in a bug report a few months ago
before the release of 11.04 - he said something along the lines of "We
aren't including compizconfig-settings-manager because it's not
something an average user should be playing with" - and I have to
agree.

While there are some useful settings in ccsm, there are a lot of
dangerous ones as well.

With that being said, the work on Ubuntu Tweak (from what I've seen)
is going fairly well, and I'm expecting tualatrix to submit to the
repositories soon.
