[Merge] lp:~tobijk/livecd-rootfs/snap-coherence into lp:livecd-rootfs

Tobias Koch has proposed merging lp:~tobijk/livecd-rootfs/snap-coherence into lp:livecd-rootfs.

Commit message:
Replace the "snap download" command with a specialized tool that makes use of the snap store's coherence feature.
  
This is important for parallel image builds to ensure all pre-seeded snaps have the same versions across image variants.

Calling `snap-tool download` behaves essentially identical to `snap download`. In addition, it will set a cohort key when talking to the store, requesting a view of the channel map as it existed when the cohort key was created.
