The preseed file is not fetched so eucalyptus-udeb.finish-install is
missing the "eucalyptus/authorized-keys/$i" debconf value.

Looking at /var/log/installer/syslog shows:
wget.gnu: error while loading shared libraries: libssl.so.0.9.8: cannot open shared object file: No such file or directory
