This was initially an invalid bug, as the reporter was missing a kernel
module. However, it was reopened to represent a suggestion to change the
error message to something that makes the solution clearer to users. I am
not sure what to do about this, so I added a discussion tag.

Seems to be a missing multiarch field on shtool (arch: any) to satisfy
foreign dependencies on multiarch systems. Seems valid and simple, assigned
myself.
