Reporter states that after upgrading to plucky, VMs are stuck while
configuring network. They see in wireshark that IP addresses are being
offered via DHCP but not applied to the guests. I could not reproduce the
bug with a basic setup, so I asked if the reporter could provide steps to
reproduce from a fresh install.

I have confirmed it is a valid issue - images in the Hyper-V quick create
tool don't match what we have documented. My comment there is: should we
update the docs, or should we contact someone to ensure that what we state
in the docs (latest LTS + interim) gets available?
