This MR resolves python 3.12 ftbfs by cherry-picking upstream commit of the vendored waf library.

Changes:
 - cherry-pick waf library commit to resolve python 3.12 ftbfs.

PPA:  ppa:vpa1977/plusone [1]

Testing:
 - build succeeds with -proposed enabled [2]
 - piuparts install/upgrade/purge test [3]
 - autopkgtests pass [4]
