This MR resolves python 3.12 fbtfs by suppressing pylint errors and adding a missing test dependency.
Note - this is at best is a stopgap solution, bdebstrap setup needs to be reworked.

Changes:
 - add patch to suppress pylint errors
 - add missing dpkg-dev test dependency

PPA: ppa:vpa1977/plusone [1]

Testing:
 - build succeeds with -proposed enabled [2]
 - piuparts install/upgrade/purge test [3]
 - autopkgtests pass [4]
